When I had my "Tramp", we went to doggie training school. The first thing they had us get was a choke collar. At the time, I thought that was cruel, but after yanking on his leash one or twice when he got out of line, he behaved and he didn't have to wear the collar ever again. A voice command and the threat of pain from the collar, which he never wore again, was sufficient. I would think a bark collar would work much the same way. After getting zapped once or twice, I would think you could put the collar on Fifi without batteries and she wouldn't bark.
