MN DOT web page has information about distracted driving. It also states that 1/4 of all collisions are related to distraction. I'd say that LEO's have a priority to stop those practices. The seat belt laws are also strictly enforced in MN, if LE observes you unbelted, you are probably going to be stopped and ticketed.
What I see on the roads is that many drivers are distracted and are driving aggressively. A few years ago on a controlled 4 lane highway I was passed by a car that almost hit the center divider. I'm talking about inches, here. Since traffic was heavy, our pace going forward was fairly the same. At 50 MPH that same driver veered towards the divider at least three more times. The last time it occurred, I sped up to come alongside and beeped my horn, thinking the driver might be impaired from sleep deprivation. What I saw behind the wheel was a middle-aged gal with those sunglasses the optometrists pass out after an eye exam, eating a salad out of a styrofoam container. She put her fork down to flip me off as I passed her. :R
