I don't know if it's that way in other areas but they took a pretty strong line in our area. If you're charged, you're presumed guilty. The only variance seemed to be in amount of fine and payment arrangements.

Yeah, many traffic courts are more about revenue generation than much else.
In my area most of the court appearances are about revenue generation and not about anything else. It has become so bad the kids these day grow up thinking that going to court (and even spending time in jail ) is considered a normal part of life.
It disgusts me.
