Current Michigan rules: http://www.michigan.gov/documents/MDA_EAB_Quarantine_WhereAs_111851_7.pdf. That load probably carried a Certification of Inspection, or was wood that did not require inspection.
How do you inspect a load of raw lumber for a pest that bores under the bark of trees? I don't think there is an effective, economical method of treating a semi truck full of raw logs. If there were, they'd be treating firewood.
