The towing law in Oregon is only concerned with how many vehicles are in combination. It says nothing about how the vehicles themselves are constructed. Why does it matter if it's permanent or bolted? Most of my truck is bolted together, perfectly legally.
Since the tote does not pivot independently of the trailer, it's no different than a bolt on tag axle.
