The towing law in Oregon is only concerned with how many vehicles are in combination. It says nothing about how the vehicles themselves are constructed. Why does it matter if it's permanent or bolted? Most of my truck is bolted together, perfectly legally.
Since the tote does not pivot independently of the trailer, it's no different than a bolt on tag axle.
The reason I stated that it's temporarily attached is because the person writing the letter obviously thinks it's welded, i.e. permanently attached, which is why they said it was legal. They specifically stated they think the Idaho Tote is welded to the frame.
Some states consider it a trailer if it isn't
permanently attached to the vehicle. A trailer attached by bolts wouldn't be considered permanently attached. That's why it makes a difference whether it's permanent or bolted.
Regardless of how your truck is assembled. :)
