We double tow on occasion, drive 65 mph. Even in a heavy cross wind it's very stable with no wagging. We have brakes on all the axles.
This is our basic Wyoming setup. I do look at the various websites with towing length information, but confirm all of it by reading the individual state's statutes if possible. There are discrepancies from the website info, and some statutes can be a tad confusing to sort out.
