Flint's water issue is pretty complicated, and there was plenty of blame to go around. Short story, Flint's contract with Detroit water system was up. They wanted a 1 year extension until they could connect to a new regional water source. Detroit said no, 20 year contract or nothing. Flint had mothballed their system decades ago, and fired it up. There was a key element that Detroit added to the system to keep lead from leaching out from Flints old water pipes. Flint failed to add that chemical.
There are a lot of stories of who knew how much, but the Governor was cleared in the investigation.
