Since you are so very good at researching the rules and regulations, look for the USFS rules for campgrounds and dispersed camping on National Forest lands. You will find the same thing, including the prohibition of dumping RV waste water in the vault or pit toilets. Then look for the rules and regulations for Montana State Parks. you will find the same thing, possibly with a diagram of how to fabricate an external holding tank for those RVs which don't have internal tanks.
It IS against the law to dump RV waste water on the ground in Montana, whether you are on state land or Forest Service land!
All it takes is to READ the bulletin board at the entrance to the campground or park, and FOLLOW the instructions!
