Ya know how much RAW SEWAGE the federal government lets my town dump untreated into the little inland Lake each year (A lake that feeds three rivers by the way)? Several MILLION GALLONS ... it's called combined sewage overflow. It's discouraged but not punished. The town doesn't have a treatment plant, just a few small settling tanks, which get pumped out now and then and hauled to a landfill. When the tanks are full, out to the lake it goes!
