Obliviates are everywhere in every walk of life. The person at the grocery who doesn't realize that things need to be paid for, and starts digging in her purse for a check book or card after she has watched her items being rung up for 5 minutes. The person at the ATM who cannot find the card or sits there and reconciles the account while you are waiting. The person at the gas station who does 20 minutes of shopping after pumping gas. The person at fast food place who needs to read the menu board after they are in front of the cashier instead of hanging back and deciding before getting online.
Why would anyone be surprised that the same attitude is prevalent at a dump station. If I were king of the world things would be different, but until that time I will grin and bear it
