So it all depends on a few ifs.
If the people pulling into the FHU sites are paid for campers and not just somebody pulling in off the road.
And if there is no charge to use the dump station for registered campers.
Then who cares what hole they use, as long as they don't make a mess.
But if the campground charges extra for the dump then the people using the FHU's are stealing.
