I suspect that commercial vehicles with tanks to dump do not use hoses, rather they use dump sites configured to be used this way. These vehicles usually have remote control of the dump valve so that the operator is out of splash range.
Having driving a 'honey wagon' (Vac. septic truck) I can tell you that commercial would get ticketed and BIG fine.
Hoses had to be used,,,,,,,connections had to be tight/leak free,,,,,,hoses had to be rinsed/capped;stowed and you had best NOT leave a trail while moving.
