None of the campgrounds we normally use have this policy, but I have seen this policy at other campgrounds. We just avoid them. We stay at a lot of state parks and most have told us, if our site is open, check-in whenever.
It's one thing if you show up at 8 am to check-in and they want to charge you an extra $10, but 90 minutes early - that seems a little greedy. They don't charge $10 less if you arrive at 10 pm.
