CG can't win we complain when they don't enforce rules we complain when they do.
The rules is there to discourage people from showing up early. If you somehow don't understand what check in time means and show up early you need to pay the $10.00 penalty. Th CG does not want campers arriving early. So they put in a policy to discourage it.
Granted when the OP showed up it may not have been a big deal to just them in, however either you have rules in place or you don't. Being flexible with the rules in general can create other issues.
