We have run into a few that will not let you check in even 15 minutes early. My approach has been...fine, we will leave the 57' long rig (40' 5er and truck) parked in the entrance and take the dog for a walk while we wait. One said fine, come back after 1 PM and check in, another said no, we could not leave it parked there. I asked where I could leave it for an hour and they relented and let me check in.
