I wonder if things like this might be insurance issues.
If you're not supposed to occupy the site, say, before 2pm, they let you in at 1pm and some kind of issue happens on the site that the campground could get sued for. Would insurance turn their backs on them and say it's all on the campground because they weren't supposed to let you in before 2pm?
