I spent 10-years of my life working in the hotel industry and, because of that, have a very strong customer service focus. Although, most hotels have a 2 or 3pm check-in policy, it really is a way of saying the room can't be promised until then, in case a lot of guests stayed until check-out time. Since most hotels do not reserve specific rooms unless requested (they just reserve room types), things usually work out smoothly. However, we ALWAYS allowed guests to check-in as soon as a room was clean. To make all this happen, there was a lot of communication between the front desk and housekeeping.
When houskeeping cleans rooms, they do the check-outs first (and if a specific room is requested, it's prioritized first), then the stayovers are cleaned last. This method allows incoming guests to enter the rooms at the earliest time possible. Trust me, if hotels tried to enforce a 3pm check-in, there would be many irrate guests, plus it just squeezes more work into a short time span (after 3pm) and makes everyones life a bit more stressful.
Personally, I think these early check-in fees are bogus. If they want to charge early check-in fees, they should give partial REFUNDS if a person leaves early. I think some campgrounds, and their staff, just like to be diificult and forget about customer service.
Regarding reservations- People should definitely be charged when they reserve a site and then no-show, because it prevents another camper from enjoying the campsite. Sadly, this is all too common.
I agree with run100 if the spot is empty what's the big deal! All you people who state rules are rules go ahead and pay extra as for me I'm down the road.
