how do you see that being accomplished? self-reporting? some sort of tamper proof aux odometer that either reports to the state automatically or read by a state employee? what about out-of-state travel? should that be deducted?
Well, like I said before trucking companies have for decades been required to report miles driven in each state. If the penalties are high enough for miss reporting it would work. Many states require all vehicles to have a safety inspection every year or 2. I bet every one of the inspections the mileage is recorded. Not much of a problem for the state to compare that to what the owner reported. Not enough tax paid? Pick up the car. Owner pay tax, plus penalty, prove why you don't owe, (like miles and tax in another state) or the car is sold by state at auction.
