They are supposed to ground them every 1/4 mile but trust me once they are up they do NOT because no one ever bothers to check to make sure they did.:( And that is called stray voltage the nature of the beast. I heard a story, long ago, about someone who had a fence under a transmission line and he used the energy from the fence to light his house. The story was that the power company was trying to get him to pay for the power that he "stole" from them. No idea if it is true or not.:h
