You don't have to have a shorted wire to build up a charge on the camper. There can be enough capacitive coupling to build a considerable voltage on the camper. The current is very limited however so usually there is no harm done. However, there is always a chance that there is a shorted wire or some other problem creating the voltage on the camper, so you should always find the cause instead of just ignoring it.
Mine was a bare wires touching the frame and each other. Don't know if ground broken or not. Fixed under warranty.
