Francesca, my first reply was from my cell phone, now that i see this picture on my laptop, I see the scrape marks on the bridge arch!
Not sure , but those bridges might be listed as historical structures, as the arch and the support columns are all concrete, concrete normally doesn't do well in tension, must be early post tension system of some type.
