If you choose to camp adjacent to Churchill Downs that weekend there should be absolutely no expectation of normal quiet hours. That is just a fact. Same as camping around Sturgis, South Dakota the first week of August, the normal rules and expectations of an average RV park will not be in play. I often stay at a park over the 4th of July that overlooks the local fireworks display. The display goes on till around 11:30 PM. The park rigorously enforces 10 PM to 7 AM quiet hours and the like most every night, but that night they don't, again for obvious reasons. To slam the park for not observing a 10 PM quiet hour rule when fireworks are exploding overhead till near midnight would be a stupid rant in my book. Traveling with your head in the sand and not having an understanding that circumstances do matter is just an alien concept to me.
HAPPY KAYACKERS: I'm with you there is no reason the rules should not apply while the Derby is being run. Who decides what is reasonable and when the rules don't apply. Why is mass hysteria and herd mentality a reason to suspend the rules.
