In just plain old English it means that the bigger the frontal area of the vehicle being towed the less weight can be towed. That means you might really tow that big ol'boat but your performance (efficiency) will suffer when you put that honking big 13' 6" X 8' 5'er on the back.
In even simpler language when you that tall, wide trailer on the back of that pickup it's gonnna feel like you're dragging a big anchor.
