is that price per gal or price per LB, I am suspecting per gal as it is under a buck a lb up here. I usually shoot for Costco for my refills, as they are usually the same price (or very close) as bulk up here, for small tanks. the bulk places I have found don't give discounts on anything under 100lbs, but that's up in Canada to the few I have gone to.
It's per gallon. While I've seen some places use a scale to determine when a cylinder is full, I've never seen anyone with a listed price per pound. I certainly agree about Costco but not all of them dispense propane.
all propane up here is dispensed by a scale system, unless you have a liquid propane tank like in a car or motorhome and is sold per LB. commercial places will usually just charge you a flat fee by the tank size whether it is empty or not
