Wrong. Contrary to what one may find in DMV handbooks or website, the California Vehicle Code is the authority on traffic laws, and addresses which lanes semis & vehicles towing trailers may use. CVC 26155(b) states that on most roads, vehicles with trailers must use the right lane, and may use the 2nd lane for passing only, just as you were told. However, it also clearly states that on roads having 4 lanes (or more) of travel in one direction, vehicles with trailers may use the 2 right lanes for normal travel. They can never use the 3rd lane.
I've been towing in California for almost 40 years, and that has been the law for at least that long. The CHP officer who told you otherwise was mistaken.
