First, I would make sure the water heater is actually working. Does it contain heated water?
If the water heater is working and the interior is warm, the hot water should be flowing as well as the cold water side. Are there hot water pipes that run outside in an area that is not heated? If so, these are subject to freeze damage. If they are in a basement, I'd put a heat source in there to keep it from freezing and damaging the lines.
