Actually, since household bleach is only about a 6% concentration, that works out to about 4.7ppm.
That is 0.06 ounces (pure bleach) in 12800 ounces of water (100 gallons) giving a concentration of 0.0000046875. When multiplied by 1,000,000 it gives 4.6875 ppm.
