I've seen and felt the same problem. I've seen folks park at the pump, go in, shop/whatever, then leave. Never even fuel up, while we wait (towing or not) for a pump to free up.
WHY?
I agree common courtesy, or what once was, is no longer...be it at the pump or elsewhere.
