I would be willing to bet there is more to this story.
If I were to make an assumption I would say that it is more probable that the trailer had some work done to it and one point and the customer never paid and probably abandoned it. In that case the dealer could have filed for a title on the basis of abandonment.
As for what other folks have said - you can't sell a vehicle that you don't have a title for. Any reputubale dealership has multitudes of checks and balances to make sure something like that doesn't happen. Think about it - from paperwork to registration paperwork, a temp license plate. The dealership would have known what they own the unit for before agreeing to a deal to sell it. There is more to the story here ...
