Ran into a similar problem in Texas. We had 2 spots for 4 nights with family over the 4th. I paid for the sites months before and when I got to the park to check in I was informed that I had to buy a per day pass for each adult or $28 per adult or about $280 for the whole thing. I asked where on their state website it stated that and they said it wasn't.
As a Texan, I'm sorry but the part about it not being on the TX SP website isn't true. When you go to a park site and look and the "Fees & Facilities" it shows the daily entrance fee or campsite fees & underneath the campsite fee it says "Plus Daily entrance fee". They should have suggested you buy a Park Pass for $70 which would have covered these daily fees, but they made more money by not doing so. See this example. Any time you plan on staying several nights at a Texas State Park (especially if you have 2 or more people at your site) ask about the Park Pass which covers anyone in your vehicle. Since you had two sites in your name you could have purchased the 2nd pass and used it for your other family members as long as you were with them (Complete info about the passes are found on the TX SP Home page.) They are good for one year from purchase date. In addition with the pass, you get four 1/2 nights rates when staying at least two night (these are only good with the Primary Pass). These four have to be used on separate trips but are loaded immediately on your pass card and one can be used at time of purchase if staying at least two night (first night reg price & 2nd would be 1/2 price).
Again, I'm sorry they didn't help you, but as others have said, it boils down to $$$. Just remember about the Park Passes in the future!
