Disability Pass. The "wallet ID that the CSS is referring to is the handicap parking wallet ID card. A WA handicap plate/placard + WA handicap wallet ID card + WA driver license/state ID can be used in lieu of a Discover Pass at WA State Parks:
Hello xxx,
Washington State Parks will honor the ID card you carry in your wallet for disabled parking in lieu of the 5 year disability pass. It affords you 50% discount on camping and moorage year round and waives the boat launch, trailer dump and fee to access State Parks (Discover Pass). Should you still want to obtain a 5 year pass simply fill out an application and return it with copies of your drivers license and the ID card you carry in your wallet and we will issue you a pass.
