This may interest you. From an August 27, 2013 email reply to me about documentation required for the WA Disability Pass. The "wallet ID that the CSS is referring to is the handicap parking wallet ID card. A WA handicap plate/placard + WA handicap wallet ID card + WA driver license/state ID can be used in lieu of a Discover Pass at WA State Parks:
Hello xxx,
Washington State Parks will honor the ID card you carry in your wallet for disabled parking in lieu of the 5 year disability pass. It affords you 50% discount on camping and moorage year round and waives the boat launch, trailer dump and fee to access State Parks (Discover Pass). Should you still want to obtain a 5 year pass simply fill out an application and return it with copies of your drivers license and the ID card you carry in your wallet and we will issue you a pass. If I can be of further assistance please feel free to contact me.
