Not a Garmin guru, but I have had my share of them. The active file may be the current track. When you turn the unit on it begins a track, even adding to the last track. This is automatic. There will always be an active track. Even if you USB connect it to a computer and delete the active track, the next time you turn it on it creates one again.
The Start file is probably a waypoint, either user created or uploaded from the other device. Go into your waypoints list, find it and delete it.
