I have a '04 Dodge 3500 DRW 4x4 and a '87 Alpenlite 19 ft 5th wheel. I had the same issue as the OP. To compound the problem, the pin was too close to the trailer. The axles were flipped.
1 I installed a 5th Wheel King Pin Extender for 10" additional clearance.
2 I cut the spring hangers loose and added a 2"x4" subframe, welded to original frame.
3 Welded 2" longer spring hangers, with 1/4" wall 2"x2" square tubing spacer, to subframe. The hangers/tubing was gusseted to the subframe.
This gave me about 8 inches of additional lift. So far, I have about 1000 miles on this setup. It appears to be okay. on one occasion, at about 70 mph, I had a sway issue. I removed some weight from a tool box on the rear of the trailer, and have had no sway since. I will start a thread on this subject.
Everything I have read on this subject has said you want the trailer level, with a minimum of 4" clearance between the trailer and truck bed rails. I have read flipping the axles is okay. There are arguments against adding lift blocks.
