$124 bucks for someone else to install a fan belt sounds about right. I can do it in a few minutes on most vehicles, but you are paying for the time it takes the guy (or gal) to get the tools out, pull your vehicle in the shop, clean up, and fill out the paper work. The shop has to make money as does the tech, so when you think about all that, heck $124 is a steal.
As for the phone call, can't help you there, sounds very strange, just have to suck that one up and pay it.
I can relate on the property issue, our county made me build a road with asphalt to connect to the main road, because the lot was big enough that I might "subdivide" it in the future thus a road was required vice a driveway. It cost us 50k in unexpected costs, that I ended up eating when I retired and sold the house. This will keep us from being able fulltime untill 2020, unless I can find some side work to pay of the loss I took. Anyone need fan belts installed? I can do it for $100. :)
