Are the valves connected to the handles via cables?
(The valve itself is "remote" from the pull handle)
If so - check at the valve to see if it is moving - or is the cable *not* pulling the valve open.
(Same would apply for the electrically actuated valves.)
Had one of those on my black tank. Cable wasn't broken, but due to the lousy routing job by the factory, it kinked and was not opening the valve.
Yes, it did/would "pull" - and fortunately it failed in the 'open' position, wouldn't close - although it would push 'in' but not close the valve - (so it seemed to push and pull as normal).
BTW - you may have to drop the underbelly covering material - or cut an access hole to get to the valve.
Hint - *if* that's the case - simply replace the cable rather than the entire valve. Job will be LOTS easier!
(Ain't gonna say how I know that, LOL!)
