Your vent pipe has come loose and slipped down into the tank. Its bottom is now under water and can not vent anything. It needs to be pulled back up as high as it can go and be anchored there so it can't slip down again. You probably also need to get to the place where the vent goes INTO the tank and seal around the vent pipe so odor doesn't seep out around the pipe.
