Nothing trumps any thing else. If you read the foot notes on any manufacturers maximum tow ratings you will find a note stating something like, none of the vehicles ratings, GVWR, GAWR OR GCWR are to be exceeded. You do not get to pick and chose which ratings to follow and which ratings to ignore.
