In the stinky slinky tube? Never had any collected water in it. I don't think it is perfectly level and the back part is a 45 degree fitting.
I had just had heard of folks doing that with "stinky slinky" holders like yours to let any little bits of water drain out. If yours drains anyway, and it sounds like it does, then it certainly wouldn't seem needed.
