Anytime we travel with bikes on our cars, we obscure the license plate. We've done it around town, a few hours away to hundreds of miles away through several states. Never been bothered. When we towed our travel trailer, the trailer obscured the license plate of both our tow vehicles. Was never bothered then in the 20,000+ miles traveled with it.
Yes, it is illegal to obscure the license plate. Although I've never been cited in my many miles and years obscuring ours, it doesn't mean I won't get cited the next time I do it. It's really not a concern I have.
