A properly adjusted qualizer hitch should place about equal amount of weight on the front, rear and trailer axles. I think first thing get your truck weighed, then truck and trailer hitched. Adjust hitch to load more on front axle, less on rear axle.
Do you ever get high beam flashed when NOT towing? Could be your headlights are just too high all the time. It wouldn't take much mis-alignment on a F250, since you are already sitting pretty high.
If that's not the case, check you hitch setup with actual weights before messing with the headlights.
Your front end should not be moved high at all with that amount of weight. Get some weights and verify your hitch setup.
