Headlights are too high towing, getting high beam flashed.

The headlamp adjustment is on page 248 of your owners manual.

The F250's do sag, more than one would expect, till the overload leaves are contacted. I installed air bags to adjust ride height for two different trailers and empty. With a wireless remote, I can adjust each time when hitching and unhitching with the press of a button.
