Help me understand California Turnouts - Updated

You must use a marked turnout if you have 5 or more vehicles behind you. If a widespot does not have a sign then it is not a turnout. In rain and snow you would not pull into an unpaved shoulder so why when it is dry - same danger of lost traction. CA will not change its 55 mph trailer speed limit because stopping distance while towing is almost double between 55 mph and 70 mph. Have you seen the damage in TX when a truck and trailer crash at legal 80 mph??
