Help me understand California Turnouts - Updated

I've been in California the entire month of May and I'm not digging driving around here. I started from Las Vegas, NV to Anaheim, CA, then to Los Angeles, Monterey, San Francisco, Yosemite, Clear Lak...

Sometimes you just have to wait for a safe place and then let everyone go by. I drive 60 when it is safe to do so, like freeways or straight highways. On curvy mountains and along the coast, you drive safely and as I said before, look for a safe place to pull off. It does not have to be a designated pullout.
