I haven't seen that many paved turnouts. I'd say there are 10 unpaved turnouts for every 1 paved one and I rarely see any markings about official turnouts. Are you saying I don't have to pull over unless the turnout is paved? That would be great (although some seem to be half paved).
Also, what about the roads with the wide shoulders? Should I pull over to them?
