Help me understand California Turnouts - Updated

I've been in California the entire month of May and I'm not digging driving around here. I started from Las Vegas, NV to Anaheim, CA, then to Los Angeles, Monterey, San Francisco, Yosemite, Clear Lak...

I have no problem doing the speed limit with my rig, but there are always those that have a need to go faster. When I move into a turnout, they will not pass till the last second forcing me to brake, it's a local sport in CA. I wised up and just refuse to use the turnouts when maintaining the speed limit. Fine me if you must.
