In some states, yes. Here in Montana, it is, IIRC, when there are 4 or more vehicles behind you, you must move over at the first available SAFE place to let them by. However, there is no "towing speed limit" here. Some lists of "Towing Laws" seem to believe that the truck speed limit is to be obeyed by all towing units. That is not true!
As for California laws, now that my son moved, I don't care. I probably will never go back to CA again.
