Help me understand California Turnouts - Updated

I've been in California the entire month of May and I'm not digging driving around here. I started from Las Vegas, NV to Anaheim, CA, then to Los Angeles, Monterey, San Francisco, Yosemite, Clear Lak...

For example, California highway 26 from Stockton to New Hogan Lake, Speed limit 55mph signs, then 200 feet down the road, slow to 35 for a corner. If I was rolling any faster, I would have not made the corner. If the speed limit is 55, and I am at the limit, I do not see the reason to pull over for some "Nut Job"
