Help me understand California Turnouts - Updated

I've been in California the entire month of May and I'm not digging driving around here. I started from Las Vegas, NV to Anaheim, CA, then to Los Angeles, Monterey, San Francisco, Yosemite, Clear Lak...

I also pull off on rough ones only to find a good one just a few hundred yards later. They need to be signed much better than 'turnout 500 feet'
