The problem is that California is different. They have a law here limiting RVs (or, rather, anything towing) to 55 MPH; so you when you say "If I'm doing the speed limit or slightly over..." doesn't really apply or make sense in this context. If you are doing the speed limit then you are 10 miles per hour below every other car's legal speed limit.
California also has another law that says if 5 or more vehicles are lined up behind you (no matter what speed you are going) then you have to pull over and let them pass. That's why they have thousands of turnouts everywhere.
It's difficult for folks from other states to appreciate the circumstances here. It's very different than the Eastern states I'm familiar with. I totally agree with your logic with regards to the rest of the country.
